The order that all Jews must wear a distinctive badge was issued on the 5th of August, 1941 in Sarny in the Wolyn region, today in the Ukraine (Poland until September 1939 and Reichskommissariat Ukraine from June 1941).
At the beginning the Jews were ordered to wear a white cloth armband marked with a blue Star of David. On the 1st of October 1941 the requirement was changed from an armband to two circular yellow badges. The Jews were required to sew the badges on the front and back of their clothing. Jews were marked with circular yellow badges in other areas that came under the jurisdiction of the Reichskommissariat Ukraine and Reichskommissariat Ostland, among them Minsk and Vitebsk (today in Belarus).
